New institutions disclosed as declining to participate

A further 4 institutions have been publicly disclosed as declining to join the Scheme. These institutions have been publicly disclosed on the Scheme’s website.

The Scheme has made significant efforts to on-board the following institutions:

• Eagle Vale St Andrews Junior Rugby League Football Club Inc. (NSW)
• Morphett Vale Christian Community Church Incorporated (SA)
• Munno Para City Soccer Club Incorporated (SA)
• Tingira Community Church (NSW)

Applicants who named any of these 4 institutions in their applications and are impacted by the institutions not joining the Scheme have been notified. The institutions have declined to join the Scheme within 6 months of first formal contact.

The Scheme Operator has publicly disclosed these institutions as declining to join the Scheme on the Scheme’s website.

Under the Grant Connected Policy provisions, these institutions are now ineligible to access future Australian Government funding until they choose to join the Scheme. The Scheme will continue to encourage these institutions to join.

Scheme data

As at 26 September 2025, there have been 68,026 applications to the Scheme.

• 23,644 applicants have had their outcomes advised. Of these 19,616 payments have been made totalling approximately $1.75 billion dollars
• 3,208 have been withdrawn
• 41,174 applications are yet to have their outcome advised. Of which:
  • 27,748 applications are actionable by the Scheme.
    • 7,467 applications are being validated with the initial contact being made
    • 14,218 applications are in the information gathering stage
    • 5,289 applications are with an IDM for a determination
    • 774 applications are being prepared for delivery of the outcome
• 7,645 applications are unable to be actioned by the Scheme. Of these:
  • 5,830 are awaiting the applicant to provide additional information
  • 1,815 are undergoing a special assessment for serious criminal conviction/applying from gaol
• 5,781 applications are on hold.

Participating institutions update

The National Redress Scheme for Institutional Child Sexual Abuse Declaration 2018 (the Declaration) is an official list of all participating institutions. It is updated when a new institution joins the Scheme or the status of a participating institution changes.

On 12 September 2025, updates to the Declaration came into effect to add 14 institutions and 3 participating groups as participating non-government institutions. It also included 1 defunct institution and 1 partly-participating institution declared under Funder of Last Resort arrangements with the relevant jurisdiction.

On 30 September 2025, further updates to the Declaration came into effect. The Declaration Amendment revokes the following institutions as participating institutions of the Scheme:

• Waratah Christian Community Incorporated (part of Baptist Church Western Australia)
• Queensland Police Citizens Youth Welfare Association, and
• all institutions in the Metropolitan Baptist Church participating group which includes the following institutions:
  • Metropolitan Baptist Holdings Ltd
  • Metropolitan Baptist Church, and
  • Sydney Bible Baptist College Trust.

Applications received after the revocation date, that name these institutions may experience some delays while their ability to participate is reassessed by the National Redress Scheme.

On 14 October 2025, further updates to the Declaration came into effect to add 11 institutions and 5 participating groups as participating non-government institutions.
